Thompson Hine LLP is pleased to announce that <a href="https://www.thompsonhine.com/professionals/spiegel-ryan" target="_self" rel="noopener">Ryan Spiegel</a>&nbsp;has joined its&nbsp;<a href="https://www.thompsonhine.com/services/government-contracts-2" target="_self" rel="noopener">Government Contracts</a> practice in Washington, D.C. as a partner. He previously served as chair of the government contracts practice and co-chair of the litigation practice at Paley Rothman, prior to which he spent 10 years at Winston &amp; Strawn. Spiegel’s addition follows that of former FDA regulatory counsel <a href="https://www.thompsonhine.com/news/former-fda-regulatory-counsel-jessica-gayle-tierney-joins-thompson-hine-in-washington-dc" target="_self" rel="noopener">Jessica Tierney</a>, who joined the firm’s&nbsp;<a href="https://www.thompsonhine.com/services/product-liability-litigation" target="_self" rel="noopener">Product Liability Litigation</a> practice last month.

Named by Law360 as one of five Rising Stars in Government Contracts nationally in 2017, Spiegel’s practice includes business counseling, regulatory compliance guidance, and complex commercial and civil litigation spanning a wide range of industries. He has represented prominent defense, pharmaceutical, banking, construction and telecommunications companies in cases ranging from intellectual property claims to employment matters and contract disputes, among many others. His broad government contracts practice includes interpretation of federal acquisition regulations, negotiation of specialized agreements, bid protests, protection of trade secrets, False Claims Act matters, contractor claims and disputes, and business torts. He also advises contractors on responding to government investigations, organizing their corporate structure, and obtaining set-aside statuses for small and disadvantaged businesses.

Spiegel is strongly committed to pro bono representation. As a student at Stanford Law School, he worked as an extern in the Office of the Legal Counselor at the U.S. Embassy in The Hague, helping prosecute international war criminals and forge multilateral agreements with other countries. He has been serving as counsel on a death penalty appeal in Alabama for the past 17 years and has worked on Holocaust reparations claims, asylum cases and landlord/tenant disputes.

Spiegel also is an elected City Council member in Gaithersburg, Maryland, has served on the boards of directors of the Maryland Municipal League and the Metropolitan Washington Council of Governments, and was president of the Maryland Municipal League in 2019-2020. Additionally, he served as the National Judge Advocate of the Navy League of the United States, providing advice as a member of the League’s steering committee and board of directors, and helping further its mission of supporting our nation’s sea services.

Spiegel received his J.D. from Stanford Law School and his B.A. from University of Maryland, magna cum laude. He served as a summer clerk and extern for U.S. District Court Judge Colleen Kollar-Kotelly. He is admitted to practice in Maryland, the District of Columbia and New York, as well as before the U.S. District Courts for Maryland and D.C., the U.S. Court of Federal Claims, the U.S. Courts of Appeals for the Fourth, Eleventh, and Federal Circuits, and the U.S. Supreme Court.
