Tom, an associate in the Commercial &amp; Public Finance group, advises clients on complex energy transactional and regulatory matters, including traditional public utilities and renewable energy developers, whom he counsels across the full life cycle of energy projects.

Tom has represented lenders, arrangers, green loan coordinators, and issuing banks in large-scale construction financings for renewable energy projects ranging in size from 204 MW to 504 MW. He has drafted off-take agreements – including power purchase agreements, tolling agreements, and Build Transfer Agreements – for solar and battery energy storage system (BESS) facilities.

In addition to his transactional work, Tom has advised on a broad range of regulatory compliance matters, including FERC accounting practices, prevailing wage laws, and Exempt Wholesale Generator (EWG) status. He has also advocated for clients in litigation involving renewable energy, distributed generation, ratemaking, energy efficiency, and procurement issues.

During law school, Tom completed an internship with the Supreme Court of Ohio and externships with the U.S. District Court for the Southern District of Ohio, the U.S. Department of Energy, and the U.S. Department of Homeland Security.
