Tom is a managing associate in Thompson Hine’s Commercial & Public Finance group. He advises project developers, traditional public utilities, commercial and industrial customers, and competitive suppliers on complex transactional and regulatory matters across the full life cycle of energy projects.

Tom has represented lenders, arrangers, green loan coordinators, and issuing banks in large-scale construction financings for renewable energy projects ranging from 204 MW to 504 MW. He drafts and negotiates offtake agreements, including power purchase agreements, tolling agreements, and build-transfer agreements for data centers, solar facilities, and battery energy storage systems. He also counsels clients on state and federal regulatory matters and has represented clients before state public utility commissions in proceedings involving renewable energy, distributed generation, ratemaking, energy efficiency, and procurement.

In addition to his energy practice, Tom handles general commercial finance matters, including drafting and negotiating credit agreements, loan and security agreements, intercreditor agreements, and collateral and guaranty documentation.

Before joining Thompson Hine, Tom practiced at an international law firm and at a boutique firm, focusing on energy matters at both. During law school, he completed externships with the U.S. Department of Energy, the U.S. Department of Homeland Security, the Supreme Court of Ohio, and the U.S. District Court for the Southern District of Ohio.
