Nuclear Sector Experience

• Advised a nuclear power company in Romania on a Front-End Engineering and Design Agreement with an international engineering services provider and revised a Technology License Agreement with an SMR technology developer.
• Prepared an EPC Contract on behalf of a state-owned nuclear utility for the retubing and refurbishment of a CANDU reactor and revised an existing Shareholders’ Agreement to onboard new equity investor.
• Supported Estonia’s Nuclear Energy Working Group in reviewing the country’s legal and regulatory framework for the introduction of nuclear energy.
• Advised an Estonian nuclear energy company on export and import controls, requests for proposals, and other legal matters related to SMR deployment.
• Counseled a nuclear fuel broker in the Netherlands on restrictions applicable to enriched uranium exports in North America.
• Prepared a report for the Rwanda Atomic Energy Board, on behalf of the United Nations Economic Commission for Africa, addressing financing approaches available to a nuclear newcomer state.
• Advised Egypt’s Nuclear Power Plants Authority on drafting O&M, spent fuel storage and nuclear fuel contracts, as well as contract implementation.
• Advised a Middle Eastern government on a Nuclear Fuel Supply contract, nuclear liability instruments, and bid invitation specifications for a new build project.
• Assisted the Philippines’ nuclear program with drafting national nuclear energy legislation, including the nuclear liability law.
• Revised, on behalf of the IAEA, the Power Purchase Agreement governing offtake from the Rooppur Nuclear Power Plant for the Bangladesh Atomic Energy Commission.
• Advised an Asian export credit agency on international nuclear liability instruments and their application to European markets, as well as financing models for nuclear power plants globally.
• Served as an IAEA expert on missions addressing risk management for nuclear power financing (Egypt’s Nuclear Power Plants Authority), infrastructure development for first nuclear power plants (Bangladesh Atomic Energy Commission), national nuclear infrastructure (Turkish Ministry of Energy and Natural Resources), and nuclear power infrastructure and financing (Philippines Department of Energy).
• Advised a Canadian private equity fund on the sufficiency of decommissioning funds and potential nuclear liabilities associated with a U.S. acquisition target.
• Advised a First Nation’s investment fund on considerations relevant to establishing a nuclear innovation zone in New Brunswick.
• Advised the U.S. Trade and Development Agency on early-stage financing consistent with OECD guidelines for nuclear projects across Europe, the Middle East and Asia; prepared agency policy supporting nuclear export controls; and served as desk study consultant on grants.
• Represented a U.S. state-owned utility in matters relating to the sale of its nuclear assets and liabilities and the legislation required to privatize the utility.

Military Experience

• Served as Chief, National Security Law, 9th Mission Support Command, advised a two-star command on defense support of civil authorities, interagency matters and administrative law for Reserve operations across the Indo-Pacific, including providing legal advice to the Defense Coordinating Officer – CNMI from April to May 2026 in response to Typhoon Sinlaku.
• Served as Chief, Operational & International Law, Special Operations Command – Africa, advised an active-duty joint two-star command on rules of engagement, international agreements and obligations, fiscal law, intelligence oversight and administrative law for special operations across Africa; rated #3 of 38 Joint O4 Service Members.
• Served as National Security Law Attorney for the 76th Operational Response Command and 42nd Infantry Division, advised two-star reserve commands on the law of war, domestic operational law, military justice and conducted AR 15-6 investigations and administrative separation boards as needed.
• Served as a Functional Area 52 (FA-52) Nuclear Counterproliferation Officer for STRATCOM and USANCA, conducted radar site inspections domestically and internationally on behalf of the Nuclear Command, Control and Communications Enterprise Center and supported FA-52 officer proponency across Army combatant commands.
• Served as Assistant Operations Officer, Area Support Group – Kuwait, advised an O-6 command on force protection for more than 250,000 soldiers, contractors, and civilians and coordinated with the Public Authority for Industry, the Environmental Public Authority and Equate Petrochemical Company on environmental monitoring of Al Shuaiba Port.
