Sandra L. Brown is a partner in Thompson Hine’s Washington, D.C. office and serves on the firm’s Executive Committee. Her practice focuses on transportation law, with an emphasis on rail and hazardous materials. She advises clients—including bulk commodity shippers, utilities, and government entities—on crisis response related to rail derailments, regulatory investigations, and emergency preparedness. Her work includes counseling on National Transportation Safety Board investigations, tank car regulations, and federal enforcement actions, as well as representing clients in litigation and regulatory proceedings.
William J. Hubbard is a partner in the Cleveland office whose practice covers construction, environmental, product liability, and toxic tort matters. He assists clients in responding to construction failures, manufacturing incidents, environmental discharges and chemical releases, and has experience leading emergency response teams and advising on accident investigations and subsequent litigation. Bill also counsels on risk management and regulatory compliance, and represents clients in mass tort and class action litigation.
