On May 18 the IRS issued long-awaited guidance regarding the COBRA subsidy provisions of the American Rescue Plan Act (ARPA). This program will review that guidance and provide employers with information they need as they prepare to provide required notices and information to assistance-eligible individuals by the end of this month as well as information about the corresponding payroll tax credit available to cover the cost of the subsidy.
