David is the leader of the firm's International Trade practice group and a member of the firm's International Committee.

He advises clients on the risks and opportunities presented by U.S. international trade laws and regulations and international trade agreements. He focuses on antidumping (AD), countervailing duty (CVD) and safeguard litigation, international trade policy, and cross-border compliance issues affecting goods, services, technology and investments that involve transportation, customs, export controls, economic sanctions, anti-boycott and anti-bribery laws and regulations.

In April 2021, David was appointed to the U.S. USMCA Chapter 10 Roster of Panelists to hear disputes under the trade remedy laws. Previously, David served on the U.S. NAFTA Chapter 19 Roster of Panelists to hear disputes under the trade remedy laws. From 2010 through 2019, he served on the editorial advisory board of International Trade Law360.

Prior to private practice, David served as a judicial clerk to the Honorable A. Joe Fish, U.S. District Court for the Northern District of Texas.


David's areas of experience include:

  • Counseling clients on international trade issues under U.S. laws, and USMCA and WTO rules.
  • Advocating for clients in administrative proceedings before the U.S. International Trade Commission (ITC), the Bureau of Industry and Security (BIS) and the Import Trade Administration (ITA) at the U.S. Department of Commerce, U.S. Customs and Border Protection (CBP), the Directorate of Defense Controls (DDTC) at the U.S. Department of State, the Office of Foreign Assets Control (OFAC) at the U.S. Department of the Treasury, the U.S. Department of Transportation (DOT), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) at the U.S. Department of Justice (DOJ).
  • Representing clients' interests before the U.S. Congress and Executive Branch agencies.
