Immigration Practice Experience
David advises clients across the full spectrum of immigration, visa, citizenship, consular, and removal matters. His work includes:
- Employment-based nonimmigrant and immigrant visas for highly skilled foreign professionals, including executives, engineers, computer specialists, scientists, physicians, artists, entertainers, and other professionals.
- Permanent labor certification (PERM) for employers seeking to retain foreign professionals and skilled workers.
- Waivers of the J-1 two-year home residency requirement for foreign medical graduates, including Conrad 30 and federal agency waivers.
- Representation before U.S. Embassies and Consulates worldwide in immigrant and nonimmigrant visa applications and waiver requests.
- Complex naturalization matters, including N-400 applications, N-336 appeals, and federal court litigation.
- Counseling employers on immigration compliance in connection with mergers, acquisitions, and corporate restructuring.
- Advising on employment authorization verification, internal Form I-9 audits, and employer sanctions defense.
- Complex deportation proceedings, including administrative hearings, appeals, and related federal litigation.
- Representation of clients in immigration-related criminal matters, including allegations of visa fraud, unlawful procurement of citizenship, and illegal reentry.
National Policy Leadership
A recognized authority on U.S. immigration policy, David has contributed to shaping national reform efforts through key advisory roles, including:
- Member of the Biden-Harris Transition Team’s Homeland Security Working Group, advising on immigration and border policy.
- Member of the Biden-Harris presidential campaign’s Immigration Working Group, developing policy proposals for senior advisors.
- Chair of the Hillary for America Immigration Working Group’s Interior Enforcement Subgroup, overseeing a comprehensive policy framework on interior enforcement.
- Member of the Democratic Party’s National Platform Committee in both 2016 and 2020.
