Jessica is senior counsel in the firm's Product Liability Litigation practice group. Her practice focuses on issues related to compliance with the Federal Food, Drug and Cosmetic Act (FD&C Act) and associated matters.

Prior to joining Thompson Hine, Jessica served as regulatory counsel and later assumed the role of branch chief within the Office of Compliance and Enforcement, Center for Tobacco Products at the Food and Drug Administration (FDA). In March 2020, Jessica joined the Center for Drug Evaluation and Research, where she developed regulations, guidances, and procedures related to drug products and approvals; drafted responses to citizen petitions; advised key stakeholders on the FD&C Act; prepared reports to Congress on drug products; and provided consultation on labeling disputes. Her vast regulatory experience encompasses developing solutions for complex regulatory matters and initiating policy related to public health.
