Steven A. Block, Former Federal Prosecutor and Top Deputy to Cook County State’s Attorney Joins Thompson Hine

Thompson Hine LLP, one of the country’s leading law firms in service delivery innovation, is pleased to announce that Steven A. Block has joined the firm as a partner in its White Collar Criminal Practice, Internal Investigations & Government Enforcement practice group in Chicago.

Steven’s considerable experience as both a federal and a state prosecutor, coupled with his significant leadership and supervisory roles, strengthen our firmwide team,” said Deborah Z. As a federal prosecutor, Block investigated, prosecuted and supervised hundreds of cases involving a wide range of criminal offenses, tried 10 cases to verdict, and briefed and argued nine cases in the Seventh Circuit Court of Appeals. While at the U.S. Attorney’s Office, he focused primarily on investigating and prosecuting complex corruption cases, including the structuring and obstruction of justice case against a former high-ranking elected federal official. In addition to corruption cases, Block investigated and prosecuted financial crimes including mortgage fraud, bankruptcy fraud, tax evasion, and complex wire and mail fraud schemes. Several of these investigations involved parallel civil proceedings with the Securities and Exchange Commission. In his most recent role as Chief of the Special Prosecutions Bureau in the Cook County State’s Attorney’s Office, Block supervised more than 80 prosecutors and investigators handling some of the most difficult cases in the office.
“Steven’s track record as a seasoned prosecutor with deep investigative and trial experience makes him a valuable player in our practice group. Our recent additions in this area complement the significant expertise we already have and position the firm to handle larger-scale investigations and government enforcement matters,” explained Read.

Block joins recent additions to the practice group, including Peter Kocoras. Kocoras, a former senior partner at Winston & Strawn LLP, has been defending large health care companies in litigation under the federal and state false claims acts for over 15 years. He has negotiated favorable settlements and litigated successful outcomes on behalf of companies in the health care industry with the Department of Justice, state attorneys general and private relators’ counsel. Additionally, he has extensive experience conducting complex internal investigations for large corporate clients and with other complex commercial litigation, including cases involving mortgage-backed securities, fraud and breach of contract. Another recent addition is Sarah M. Hall, a former prosecutor with the Department of Justice, who focused on the prosecution of financial, securities and health care crimes while at DOJ.
Block received his B.A. from Northwestern University and his J.D. from Northwestern University School of Law. Prior to his almost 12 years as a prosecutor, Block worked in private practice and clerked for the Hon. Mathew F. Kennelly of the U.S. District Court for the Northern District of Illinois.
