Julia focuses her practice on international trade with an emphasis on defending enforcement and unfair trade actions brought by the U.S. government against importers and exporters.
Her experience includes:
District of Columbia Bar · Section of International LawJulia has published a variety of articles, book chapters and bulletins on international trade developments, foreign investments in the United States, and the impact of trade on commercial transactions.
Julia is a regular speaker at conferences, seminars and workshops on the effects of government investigations of international trade issues, the related penalties and the possible impact on import and export privileges. Specifically, she addresses how to avoid these investigations through the development and implementation of a strong compliance program, and how to handle these investigations if they occur.
Her experience includes:
- strategic trade planning in all areas of international trade for multinational corporations;
- representing exporters in BIS, DDTC and OFAC enforcement actions;
- representing importers in Customs and OFAC enforcement actions;
- representing several of the largest importers in the United States in Customs audits;
- developing import and export compliance programs for multinational corporations in the agricultural, prepared foods, paper, consumer products, textile, computer hardware and software, chemical, steel, automotive, aerospace and defense industries;
- representing importers and exporters before Customs, BIS, DDTC and OFAC to ensure that they are able to do the business they want to do in the most cost-effective manner;
- representing parties in WTO actions;
- representing multinational corporations with regard to issues before the USTR, and issues relating to international trade agreements;
- counseling multinational corporations on U.S. laws affecting trade in technology, information and services; and
- training lawyers and import and export compliance managers on import and export laws and regulations, as well as international trade agreements.
She is admitted to practice in the District of Columbia.
Appointment
In 2006, Julia was appointed to the Industry Trade Advisory Center (ITAC) Committee on Customs Matters and Trade Facilitation (ITAC 14).
